Dear Regional Directors,
I would like to share some news from the recent Executive Council meeting:
- IPSC detailed financial report 2020 with notes was discussed and will be sent to the Regions in a short while.
- The following program was approved to be used for the voting at the IPSC General Assembly: ElectionBuddy: https://electionbuddy.com The program will be used together with Zoom: http://zoom.us/
- Application from Saudi Arabia was provisionally accepted and the item on Saudi Arabia provisional acceptance will be brought to the General Assembly.
- Following GAISF recommendations the following IPSC Governance documents were developed: Code of Ethics, Gender Policy, Conflict of Interests. First drafts were presented to the Executive Council members for their consideration. Once drafts are finalized, the documents will be presented to the Regional Directors for their consideration.
- Rules interpretations for the Handgun and Combined Competition Rules extending the expiration date for 357SIG, Production Optics and Production Optics Light Divisions until 31 December 2022 have been approved.
All the Rules interpretations will be published on the IPSC website and will apply to all IPSC sanctioned matches after 7 days from the date of publication. All rules interpretations are subject to ratification or modification by the Regional Directors at the next IPSC Assembly.

Me gustaría compartir algunas noticias de la reciente reunión del Consejo Ejecutivo:
- Se discutió el informe financiero detallado 2020 de IPSC con notas y se enviará a las Regiones en breve.
- El siguiente programa fue aprobado para ser utilizado para la votación en la Asamblea General de IPSC: ElectionBuddy (https://electionbuddy.com). El programa se utilizará junto con Zoom (http://zoom.us/)
- La solicitud de Arabia Saudita se aceptó provisionalmente y el tema sobre la aceptación provisional de Arabia Saudita se presentará a la Asamblea General.
- Siguiendo las recomendaciones de GAISF se desarrollaron los siguientes documentos de gobernanza de IPSC: Código de Ética, Política de Género, Conflicto de Intereses. Los primeros borradores se presentaron a los miembros del Consejo Ejecutivo para su consideración. Una vez finalizados los borradores, los documentos se presentarán a los Directores Regionales para su consideración.
- Se han aprobado las interpretaciones de las reglas para las Reglas de Competencia Combinada y de armas cortas que extienden la fecha de vencimiento para las Divisiones de Optica de producción y Optica de Producción de 357SIG hasta el 31 de Diciembre de 2022.
Todas las interpretaciones de las Reglas se publicarán en el sitio web de IPSC y se aplicarán a todos las competencias sancionadas por IPSC después de 7 días a partir de la fecha de publicación. Todas las interpretaciones de las reglas están sujetas a ratificación o modificación por parte de los Directores Regionales en la próxima Asamblea de IPSC.

I would like to share some news from the recent Executive Council meeting:
1) IPSC Financial report 2020 is audited and will be sent to the Regions within the next couple of weeks.
2) A survey on the options of conducting IPSC General Assembly 2021 will be sent to the Regional Directors in a short while.
3) It was decided to return to the previous terminology of the World Shoot: Pre-match and Main Match instead of the Main Match 1 and Main Match 2 not to confuse the participants.
4) IPSC e-Learning center was presented at the meeting. IPSC e-Learning center is a platform where online IPSC education will take place.

3) Se decidió volver a la terminología anterior de World Shoot: Pre-Match y Main Match en lugar de Main Match 1 y Main Match 2 para no confundir a los participantes.
4) El centro de aprendizaje electrónico IPSC se presentó en la reunión. El centro de aprendizaje electrónico IPSC es una plataforma donde se llevará a cabo la educación IPSC en línea.

Dear Regional Directors,
I would like to share some news from the recent Executive Council meeting:
- Members of the Executive Council observed a minute of silence in memory of the recently passed away Jorge Gonzalo Calle Mostajo, RD for Bolivia.
- A discussion was held on the possible creation of IPSC By-laws.
- Several options on conducting General Assembly were discussed. Later all the options will be proposed for the Regional Directors consideration.
- Draft match calendar 2022-2023 is being prepared for RDs consideration and further approval:
- As it was informed in previous newsletters PANAM and HWS is postponed to 2022.
- Shotgun World Shoot is postponed to November/December 2023
- Action Air World Shoot is postponed to April 2023
- PCC/MR World Shoot is postponed to September 2023
- WADA Anti-Doping Rules were approved by the 100% of the Regions who voted. Rules will be published at the IPSC web page and IPSC will proceed with becoming WADA Code Signatory.
- Applications from Saudi Arabia and Bahrain are still being considered. Also, Egypt applied to join IPSC.
- An issue of reviewing Regulations (EU) №258/2012 on exports, imports and transit of civilian firearms by the European Commission was discussed at the meeting. It was decided to send a letter to the European Commission with the comments and ask the European RDs to send letters of this kind from their organizations. Proposed draft letter will be sent to the European Regional Directors in a short while. Roland Dahlman, Friedrich Gepperth, Bob Chittleborough and Olga Kuznetsova are working on this item.
- An issue of Lead Ban was discussed at the meeting. It was reported that the numbers ECHA stating in their reports are not correct: they estimated that each year around 100 000 tonnes of lead is dispersed into the EU environment from these uses: 79 % from sports shooting, 14 % from hunting and 7 % from fishing activities. The real numbers are way less than it is reported by ECHA. Also, it is important to note that majority of hunters practice at shooting ranges and according to the statistics hunters shoot only 1-2 shots per year in the nature.
IPSC keeps on working on this subject.

Me gustaría compartir algunas noticias de la reciente reunión del Consejo Ejecutivo:
1) Los miembros del Consejo Ejecutivo guardaron un minuto de silencio en memoria del recientemente fallecido Jorge Gonzalo Calle Mostajo, Director Regional de Bolivia.
2) Se llevó a cabo una discusión sobre la posible creación de Reglamentos IPSC.
3) Se discutieron varias opciones sobre la conducción de la Asamblea General. Posteriormente se propondrán todas las opciones para consideración de los Directores Regionales.
4) Se está preparando el borrador del calendario de competencias 2022-2023 para su consideración y posterior aprobación por parte de los Directores Regionales:
– Como se informó en boletines anteriores PANAM y HWS se posponen para el 2022.
– Shotgun World Shoot se pospone para Noviembre / Diciembre de 2023
– Action Air World Shoot se pospone hasta Abril de 2023
– PCC / MR World Shoot se pospone hasta Septiembre de 2023
5) Las Reglas Antidopaje de la WADA fueron aprobadas por el 100% de las Regiones que votaron. Las reglas se publicarán en la página web de IPSC e IPSC procederá a convertirse en signatario del código de la WADA.
6) Las solicitudes de Arabia Saudita y Bahrein todavía se están considerando. Además, Egipto solicitó unirse a IPSC.
7) En la reunión se debatió la cuestión de la revisión del Reglamento (UE) №258/2012 sobre exportaciones, importaciones y tránsito de armas de fuego civiles por parte de la Comisión Europea. Se decidió enviar una carta a la Comisión Europea con los comentarios y pedir a los DR europeos que envíen cartas de este tipo desde sus organizaciones. El anteproyecto de carta se enviará a los Directores Regionales Europeos en breve. Roland Dahlman, Friedrich Gepperth, Bob Chittleborough y Olga Kuznetsova están trabajando en este tema.
8) En la reunión se discutió el tema de la prohibición del plomo. Se informó que las cifras que la ECHA indica en sus informes no son correctas: estimaron que cada año se dispersan alrededor de 100.000 toneladas de plomo en el medio ambiente de la UE a partir de estos usos: 79% de tiro deportivo, 14% de caza y 7% de actividades de pesca. Las cifras reales son mucho menores de lo que informa la ECHA. Además, es importante tener en cuenta que la mayoría de los cazadores practican en campos de tiro y, según las estadísticas, los cazadores disparan solo 1-2 disparos por año en la naturaleza.
IPSC sigue trabajando en este tema.

I would like to share some news from the recent Executive Council meeting:
1) The financial report for 2020 is finalized and has been submitted for the audit at the end of April.
2) An item on becoming WADA Code Signatory has been discussed. It was reported that the documents submitted to WADA have been approved. Next step is IPSC approval of the new Anti-Doping Rules (based on the WADA Model Rules for International Federations). A separate email with the Anti-Doping rules will be sent to the Regional Directors for their consideration. Becoming WADA Code Signatory is one of the requirements in order to obtain GAISF full membership.
3) Possible ways of cooperation with Benelli were discussed: partnership and sponsorship. Benelli is very active for the IPSC athletes, they produced 2 shotguns specially for IPSC athletes: Benelli M2 SP (Speed Performance) shotgun, Nova SP pump action shotgun.
4) Two applications to join IPSC were received from Saudi Arabia and Bahrain and are being considered now.
5) IPSC Constitution has been revised by the sport lawyers to benefit from the experience of other International Federations. Their comments and recommendations from GAISF were considered by the IPSC Constitution Committee and presented to the IPSC Executive Council. As soon as the draft of the proposed amendments to the Constitution is finalized, it will be immediately presented for the Regional Directors’ consideration.

Me gustaría compartir algunas noticias de la reciente reunión del Consejo Ejecutivo:
1) El informe financiero de 2020 está finalizado y se ha presentado para la auditoría a finales de Abril.
2) Se ha discutido un punto sobre cómo convertirse en signatario del Código de la WADA. Se informó que los documentos presentados a la WADA han sido aprobados. El siguiente paso es la aprobación por parte de IPSC de las nuevas Reglas Antidopaje (basadas en las Reglas Modelo de la WADA para Federaciones Internacionales). Se enviará un correo electrónico por separado con las reglas Antidopaje a los Directores Regionales para su consideración. Convertirse en signatario del código de la WADA es uno de los requisitos para obtener la membresía completa de GAISF.
3) Se discutieron posibles formas de cooperación con Benelli: asociación y patrocinio. Benelli es muy activo en conjunto con IPSC, produciendo 2 escopetas especialmente para atletas IPSC – la escopeta Benelli M2 SP (Speed Performance) y la escopeta de acción de bombeo Nova SP.
4) Se recibieron dos solicitudes para unirse a IPSC de Arabia Saudita y Bahrein y se están considerando.
5) Los abogados deportivos han revisado la Constitución de IPSC para beneficiarse de la experiencia de otras Federaciones Internacionales. Sus comentarios y recomendaciones de GAISF fueron considerados por el Comité de Constitución de IPSC y presentados al Consejo Ejecutivo. Tan pronto como se finalice el borrador de las enmiendas propuestas a la Constitución, se presentará inmediatamente a la consideración de los Directores Regionales.

I would like to share some news from the recent Executive Council meeting:
1) The financial report for 2020 is being finalized and will be submitted for audit at the end of April.
2) IPSC ESS contract is being finalized and will be presented to the Regional Directors within the next few weeks.
3) The basic information of multi-gun rules developing by the Philippines Region was presented to the EC members and Rules Committees Chairman.
4) Terms of Reference of the Course Design Committee were presented to the meeting and it will be uploaded to the Regional Director protected page within the next few days.
5) An update on the PANAM Handgun Championship was given to the meeting. The preparation is going according to the plan. More than 90 IROA members have applied to officiate the match.
6) The dates of the main match of the African Handgun Championship are confirmed to be 9-11.07.2021.

3) La información básica de las reglas de armas múltiples desarrolladas por la Región de Filipinas fue presentada a los miembros del CE y al Presidente de los Comités de Reglas.
4) Los Términos de Referencia del Comité de Diseño de Cursos se presentaron a la reunión y se subiran a la página protegida del Director Regional en los próximos días.
5) Se entregó a la reunión una actualización sobre el Campeonato PANAM de Armas de Mano. La preparación va de acuerdo con el plan. Más de 90 Oficiales IROA han solicitado oficiar la competencia.
6) Se confirma que las fechas del Main Match del Campeonato Africano de Armas de Mano son el 9-11.07.2021.

Dear Regional Directors,
I would like to inform you that a Continental Council meeting was conducted on March 10th, 2021.
During the meeting the representatives of the different IPSC Zones shared their experience on training, conducting matches and other IPSC activities under the pandemic circumstances. In general, the situation is still the same as last year. There are certain risks of conducting big competitions, such as logistical difficulties and higher air fares, the necessity to stay in a quarantine for 10-14 days, the necessity of being vaccinated or having COVID negative test results both before departure and on arrival which leads to extra expenses.
The Match Calendar 2021-2023 was discussed at the meeting. IPSC is planning to conduct all the Level IV-V matches which are scheduled for the upcoming years. But the situation is very unpredictable. Therefore, it was decided to have a final decision on conducting Handgun World Shoot in Thailand in 2021 not later than June 30 basing on the epidemiological situation in the world, Regions’ and Match Organizers’ opinions.
IPSC CC members expressed their opinion that they wouldn’t mind if Shotgun World Shoot 2022 is to be moved to February 2023. Final decision is to be taken after discussion and ratified (or modified) by the Assembly.
Brief update on GAISF application was presented to the Continental Council representatives:
Now the recognition from 41 National IPSC Federations are approved by the GAISF and the work is still in progress. By getting more than 40 National Federations approved, IPSC has fulfilled one of the GAISF requirements for getting full membership. One more requirement – becoming WADA Code Signatory and adapting new Anti-Doping Rules is still in progress.
IPSC Continental Council endorsed the work of IPSC Executive Council in getting GAISF and AIMS recognition.
Friedrich Gepperth reported on Lead Ban in European Union. They have accepted that lead ammunition can be used in indoor ranges with no restrictions and it can be used in outdoor ranges if 90 percent of the bullets are recycled.
Brief update on MISIA development was presented to the Continental Council representatives such as printed materials and range bags for the MISIA Officials which are to be distributed later this year.
Next Continental Council meeting is planned for June 08th, 2021.

Me gustaría informarles que se llevó a cabo una reunión del Consejo Continental (CC) el 10 de Marzo de 2021.
Durante la reunión, los representantes de las diferentes Zonas IPSC compartieron su experiencia en el entrenamiento, la realización de partidos y otras actividades IPSC bajo las circunstancias de la pandemia. En general, la situación sigue siendo la misma que el año pasado. Existen ciertos riesgos de realizar grandes competiciones, como dificultades logísticas y tarifas aéreas más altas, la necesidad de permanecer en cuarentena durante 10-14 días y la necesidad de estar vacunado o tener resultados negativos de COVID tanto antes de la salida como a la llegada lo que lleva a gastos extras.
El calendario de competencias 2021-2023 también se debatió en la reunión. IPSC planea llevar a cabo todas las competencias de Nivel IV-V que están programadas para los próximos años. Pero la situación es muy impredecible. Por lo tanto, se propuso tener una decisión final sobre la realización del 2021 Handgun World Shoot en Tailandia a más tardar el 30 de Junio en función de la situación epidemiológica en el mundo, las opiniones de las regiones y los organizadores de partidos.
Los miembros del CC de IPSC expresaron su opinión de que no les importaría si el Shotgun World Shoot 2022 se trasladara a Febrero de 2023. La decisión final se tomará después de la discusión y será ratificada (o modificada) por la Asamblea.
Se presentó una breve actualización sobre la aplicación GAISF a los representantes del Consejo Continental:
GAISF ha aprobado el reconocimiento de 41 Federaciones Nacionales de IPSC y el trabajo aún está en progreso. Al obtener la aprobación de más de 40 Federaciones Nacionales, IPSC ha cumplido con uno de los requisitos de GAISF para obtener la membresía completa. Un requisito más: convertirse en signatario del Código de la AMA y adaptar las nuevas Reglas Antidopaje aún está en progreso.
El Consejo Continental de IPSC respaldó el trabajo del Consejo Ejecutivo de IPSC para obtener el reconocimiento GAISF y AIMS.
Friedrich Gepperth informó sobre la prohibición del plomo en la Unión Europea. Han aceptado que la munición de plomo se puede usar en campos de tiro en interiores sin restricciones y que se puede usar en canchas al aire libre si se recicla el 90 por ciento de las balas.
Se presentó una breve actualización sobre el desarrollo de MISIA a los representantes del Consejo Continental, como materiales impresos y bolsas de rango para los Oficiales de MISIA que se distribuirán a finales de este año.
La próxima reunión del Consejo Continental está prevista para el 8 de Junio de 2021.
