Dear Regional Directors, IPSC Officials and Athletes!
Extraordinary General Assembly (EGA) was conducted on March 31, 2023. The Assembly was mainly focused on discussing the proposed Rules amendments deferred from the 2022 Assembly.
Among many different subjects discussed, the following Rules amendments were approved by the Assembly:
– Handgun Production Optics Light Division was deleted.
– Action Air PCC and Rifle Disciplines were approved.
– .22LR Handgun was adopted as a new IPSC Discipline as part of a Junior Program.
– Grand Senior was ratified as the name of the new Category of shooters from the age of 70.
– IPSC Micro targets were adopted for PCC, Rifle and Action Air.
– The proposal to limit weight for the magazine base pads in the Handgun Production Divisions was NOT approved.
– Proposals to permit aftermarket triggers and hammers without restriction in the Handgun Production Divisions were approved.
All the approved Rules amendments come into effect on April 01, 2023. Updated Rules books will be published on IPSC web page in a short while.
Other subjects discussed included the following:
– PCC/MR World Shoot was postponed to 2025.
– Feeling of the Assembly was positive towards moving African Handgun Championship from 2025 to 2024.
I would like to thank the Rules Committee, Regional Directors and Executive Council members for the participation in numerous online meetings which had been conducted to discuss Rules amendments and prepare for the EGA and for the efficient work during the Assembly!

Estimados Directores Regionales, Oficiales IPSC y Atletas!
La Asamblea General Extraordinaria (EGA) se llevó a cabo el 31 de Marzo de 2023. La Asamblea se centró principalmente en discutir las enmiendas propuestas a las Reglas diferidas en la Asamblea del 2022.
Entre los muchos diferentes temas discutidos, las siguientes enmiendas a las Reglas fueron aprobadas por la Asamblea:
– Se eliminó la División Ligera de Óptica de Producción de Arma Corta.
– Se aprobaron PCC y Rifle de Acción de Aire.
– .22LR Arma Corta se adoptó como una nueva disciplina IPSC como parte de un Programa para Jóvenes.
– Se ratifica Grand Senior como el nombre de la nueva Categoría de tiradores a partir de los 70 años de edad.
– Se adoptaron blancos IPSC Micro para PCC, Rifle y Action Air.
– NO se aprobó la propuesta de limitar el peso de las bases de los cargadores en las Divisiones de Producción de Arma Corta.
– Se aprobaron propuestas para permitir gatillos y martillos de posventa (aftermarket) sin restricción en las Divisiones de Producción de Armas Cortas.
Todas las enmiendas a las Reglas aprobadas entrarán en vigencia el 1 de Abril de 2023. Los libros de Reglas actualizados se publicarán en la página web de IPSC en breve.
Otros temas discutidos incluyeron los siguientes:
– El PCC/MR World Shoot se pospuso para el 2025.
– El sentimiento de la Asamblea fue positivo hacia el cambio del Campeonato Africano de Armas Cortas del 2025 al 2024.

Dear Regional Directors,
I would like to share some news from the recent Executive Council meeting:
1) The report on EHC Match Ammo was presented to the meeting. GECO is planning to be a Match Ammo provider.
2) MISIA development plan was discussed at the meeting. MISIA Regulations are being developed. Once finalized they will be presented to the Councils and after to the Regional Directors and then MISIA Platform will be open for Instructors and Trainers to issue certificates for students and load teaching materials.
3) A Disciplinary Committee report was presented to the meeting.

Me gustaría compartir algunas noticias de la reciente reunión del Consejo Ejecutivo:
1) Se presentó en la reunión el informe sobre la munición para el EHC. GECO planea ser el proveedor de la munición oficial.
2) En la reunión se discutió el plan de desarrollo de MISIA. Se están desarrollando los reglamentos de MISIA. Una vez finalizados, se presentarán a los Consejos y luego a los Directores Regionales y posteriormente la Plataforma MISIA estará abierta para que Instructores y Capacitadores emitan certificados para estudiantes y carguen materiales didácticos.
3) El informe del Comité Disciplinario fue presentado en la reunión.

I would like to share some news from the recent Continental Council meeting:
1) The request from South Africa to change the year of the African Handgun Championship to 2024 instead of 2025 was presented to the meeting. The participants will have a chance to check the location, logistics, range, etc. one year prior to the Handgun World Shoot. The proposal will be discussed at the General Assembly.
2) MISIA development plan was discussed at the meeting. MISIA Regulations are being developed. Once finalized they will be presented to the Councils and after to the Regional Directors.
3) Preparation plan for the Extraordinary General Assembly was discussed at the meeting.

Me gustaría compartir algunas noticias de la reciente reunión del Consejo Continental:
1) La solicitud de Sudáfrica para cambiar el año del Campeonato de Pistola Afdricano a 2024 en lugar de 2025 se presentó a la reunión. Los participantes tendrán la oportunidad de verificar la ubicación, la logística, la cancha, etc. un año antes del Handgun World Shoot. La propuesta se discutirá en la Asamblea General.
2) El plan de desarrollo de MISIA se discutió en la reunión. Las regulaciones de MISIA están en desarrollo. Una vez finalizadas, se presentarán a los Consejos y después a los Directores Regionales.

Dear Regional Directors,
I would like to share some news from the recent Executive Council meeting:
1) Several proposals to re-name the recently approved category “Veteran” were discussed by the Rules Committee and presented to the Executive Council by the Rules Committee Chair.
The Executive Council proposed some other options which are to be considered by the Rules Committee. Final decision will be presented to the Regions for their consideration.
2) Rules Interpretation to extend Production Optics Light was approved by the Executive Council. The Division will be voted on at the upcoming EGA in March.
3) Draft of the preparation plan for the Extraordinary General Assembly was discussed at the meeting. After approving it at the upcoming Continental Council, it will be presented to the Regions.
4) It was reported to the meeting that all the current IPSC Partners expressed their readiness in continuing the partnership with IPSC and some more Partners joined, one of them is BENELLI.
5) It was reported to the meeting that 11 Patrons have joined the program after introduction of the new Platinum Level and 1 more Patron is ready to join.
6) The LATAM and Caribbean Region working plan was presented to the meeting. It is under the EC consideration and will be discussed soon. General feeling of EC members is positive.
7) Several meetings with the Level IV-V Match Organizers were conducted. All Match Organizers agreed to cover the travel expenses for the IROA Officials as was promised at the IPSC General Assembly.
8) Ekaterina Niki and Roland Dahlman successfully won the opposition against the Spanish applicant, who tried to register his rights for the IPSC logo in Europe. Now IPSC is in the final stage to protect the IPSC logo in Europe and then in the world.

Me gustaría compartir algunas noticias de la reciente reunión del Consejo Ejecutivo:
1) Varias propuestas para cambiar el nombre de la categoría recientemente aprobada “Veterano” fueron discutidas por el Comité de Reglas y presentadas al Consejo Ejecutivo por el Presidente del Comité de Reglas.
El Consejo Ejecutivo propuso algunas otras opciones que serán examinadas por el Comité de Normas. La decisión final se presentará a las Regiones para su consideración.
2) Las interpretaciones de las reglas para extender Production Optics Light fueron aprobadas por el Consejo Ejecutivo. La División será votada en la próxima Asamblea General Extraordinaria (AGE) en Marzo.
3) En la reunión se debatió el borrador del plan de evaluación de la Asamblea General Extraordinaria. Después de aprobarlo en el próximo Consejo Continental, se presentará a las Regiones.
4) Se informó a la reunión de que todos los Socios actuales de IPSC (Partners) expresaron su disposición a continuar la asociación con IPSC y algunos Socios más se unieron, uno de ellos es BENELLI. El programa está desarrollado por Ekaterina Nikiforova.
Se informó a la reunión que 11 Patrocinadores se han unido al programa después de la introducción del nuevo Nivel Platino y un Patrón más está listo para unirse.
5) El plan de trabajo de LATAM y la Región Caribe fue presentado a la reunión. Está bajo la consideración de las CE y se debatirá en la próxima reunión de la CE.
6) Se llevaron a cabo varias reuniones con los organizadores de competencias de Nivel IV-V. Todos los organizadores de competencias acordaron cubrir los gastos de viaje de los funcionarios de IROA, como se prometió en la Asamblea General de IPSC.
7) Ekaterina Niki y Roland Dahlman lograron con éxito la transferencia de los derechos de propiedad de la marca IPSC del solicitante español a IPSC en Europa.

Dear Regional Directors,
I would like to share some news from the recent Executive Council meeting:
1) Proposed draft of the Rules amendments were discussed at the meeting. Rules proposals from Brazil, Colombia and Israel were discussed at the meeting.
2) Draft IPSC General Assembly Final Agenda was discussed at the meeting.
3) IPSC participation in Shot Show 2023 and IWA Show 2023 was discussed at the meeting and it was decided to be presented in both events.
4) It was reported to the meeting that the first meeting of the IPSC Athlete Committee took place the day before the Executive Council meeting. IPSC Athlete Committee consists of 12 athletes representing different Regions and different IPSC Discipline.
5) HWS Statistics publication. The information about Teams and Individual categories will be presented to the Regional Directors soon.
6) IPSC participation in IF Forum and GAISF General Assembly 2023 was discussed at the meeting. The decision of IPSC participation was approved.
7) Requests from the Regions were discussed at the meeting.

1) El borrador propuesto de enmiendas a las Reglas fue discutido en la reunión. Se discutieron las propuestas de reglas de Brasil, Colombia e Israel.
2) El borrador de la Agenda Final de la Asamblea General de IPSC fue discutido en la reunión.
3) En la reunión se discutió la participación de IPSC en Shot Show 2023 y el IWA Show 2023 y se decidió presentarse en ambos eventos.
4) Se informó que la primera reunión del Comité de Atletas de IPSC tuvo lugar el día anterior a la reunión del Consejo Ejecutivo. El Comité de Atletas de IPSC consta de 12 atletas que representan diferentes Regiones y diferentes Disciplinas de IPSC.
5) Publicación de estadísticas de HWS. La información sobre las categorías de Equipos e Individuales será presentada a los Directores Regionales próximamente.
6) En la reunión se discutió la participación de IPSC en el IF Forum y GAISF General Assembly de 2023. La decisión sobre la participación de IPSC fue aprobada.
7) Las solicitudes de las Regiones fueron discutidas en la reunión.

1) IPSC draft budget for 2023 was presented to the meeting and discussed by the Executive Council members.
2) IPSC General Assembly provisional agenda was discussed at the meeting together with the proposed Constitution amendments.
3) A document describing the procedure of changing a Region for the IPSC Competitor or Match Official was discussed at the meeting. After the Continental Council consideration it will be published at the IPSC web page.
