Dear Regional Directors,
I would like to share some news from the recent Continental Council meeting:
1) IPSC Continental Council members shared the information on current situations in their Zones. In general the situation is positive: membership rate in the Regions is growing, COVID influences less and less, and many Level II-III matches are being conducted.
2) HWS preparation report was presented to the meeting. New travel regulations allow participants to enter Thailand either with a vaccination certificate or negative COVID test result. Some more hotels will provide a discount for match participants. The scheme with 8 participants in the squad will be tested in Level III Match in August. It was reminded that ammo can be brought to the country only together with a firearm of this caliber. And inside the country it is forbidden to carry ammo only, without a firearm. The amount of ammo which can be brought to the country without any tax or with a small tax is about 800 rounds.
3) EHC 2023 preparation report was presented to the meeting. The match will take place in Corinth, Greece. Railway station, city center and the range are very close to each other. There are 31 bays at the range. The range is about 1-hour drive from the Athens airport. It is possible to ship ammo before the match.
4) IPSC ESS Contract was presented at the meeting. Several Regions have been using the system and they provided the feedback that the system works perfectly: it saves a lot of time and effort; there is no problem of missing score sheets anymore; it is very environmentally friendly as no paper is used and many other advantages. It was emphasized that it is not only a scoring system but a match managing system. Once the contract is finalized, it will be sent to the Continental Council and later to the Regions.
5) The report on AIMS and GAISF was presented to the meeting. It was emphasized that IPSC is an AIMS member. AIMS is an Alliance of Independent Recognised Members of Sports under IOC approval and supervision. Even if GAISF is dissolved or “merged” as new President, Mr. Ivo Ferriani said, IPSC stays in the Recognised Sports Family forever. And we continue our work in getting IOC recognition.

Me gustaría compartir algunas noticias de la reciente reunión del Consejo Continental:
1) Los miembros del Consejo Continental de IPSC compartieron la información sobre las situaciones actuales en sus Zonas. En general, el panorama es positivo: la tasa de membresía en las Regiones está creciendo, el COVID influye cada vez menos y se están realizando muchos partidos de Nivel II-III.
2) Se presentó a la reunión el informe de preparación de HWS. Las nuevas regulaciones de viaje permiten a los participantes ingresar a Tailandia con un certificado de vacunación o con un resultado negativo de la prueba COVID. Algunos hoteles más ofrecerán un descuento para los participantes a la competencia. El esquema con 8 participantes en el equipo (squad) se probará en el partido de Nivel III en agosto. Se recordó que sólo se puede traer munición al país junto con un arma de fuego del mismo calibre. Y dentro del país está prohibido portar munición solamente, sin arma de fuego. La cantidad de munición que se puede traer al país sin ningún impuesto o con un pequeño impuesto es de unos 800 cartuchos.
3) Se presentó a la reunión el informe de preparación de EHC 2023. La competencia tendrá lugar en Corinto, Grecia. La estación de tren, el centro de la ciudad y la cordillera están muy cerca uno del otro. Hay 31 bahías en la cancha. La cancha queda a aproximadamente 1 hora en coche desde el aeropuerto de Atenas. Es posible enviar munición antes de la competencia.
4) El Contrato IPSC ESS fue presentado en la reunión. Varias Regiones han estado usando el sistema y proporcionaron comentarios de que el sistema funciona perfectamente: ahorra mucho tiempo y esfuerzo; ya no hay problema de que falten hojas de puntuación; es muy respetuoso con el medio ambiente ya que no se utiliza papel y muchas otras ventajas. AIMS es una Alianza de Miembros Deportivos Independientes Reconocidos bajo la aprobación y supervisión del COI. Incluso si GAISF se disuelve o se “fusiona” como dijo el nuevo presidente, Sr. Ivo Ferriani, IPSC permanece en la Familia Deportiva Reconocida para siempre. Y continuamos nuestro trabajo para obtener el reconocimiento del COI.

Dear Regional Directors,
I would like to share some news from the recent Executive Council meeting:
1) Preliminary financial report 2021 was presented to the meeting. Final version of the Financial Report is to be prepared by the next Executive Council meeting.
2) Proposed draft of the Athlete Committee Terms of Reference was presented to the meeting. It needs some changes to be done. After finalizing it will be presented to the Regional Directors. I would like to remind you that GAISF and WADA required to establish this committee as the majority of recognized International Federations.
3) IPSC ESS Contract and IPSC ESS update on version 3.5.6 with a lot of improvements was presented to the meeting.
4) New level of the Partner program was proposed at the meeting. More details and a poll to find out Regions’ opinion will be sent out within the next couple of days.
5) The item of decreasing the number of participants in the squad for Level IV-V matches was discussed at the meeting. Majority of the Regions are in favor of decreasing the number of participants in the squads. Please see the results attached.
6) 22 LR Handgun Discipline as a part of the Junior Program was discussed at the meeting. The opinion of the Regions (77% in favor) has been taken into consideration. The Rules Committee was assigned to work on draft Rules for further consideration and later approval by the General Assembly.
7) Several requests from the Regional Directors were discussed at the meeting.
8) IPSC trademark registration update was presented to the meeting.
9) A Disciplinary Committee report was presented to the meeting.

Me gustaría compartir algunas noticias de la reciente reunión del Consejo Ejecutivo:
1) Se presentó a la reunión el informe financiero preliminar del 2021. La versión final del Informe Financiero se preparará en la próxima reunión del Consejo Ejecutivo.
2) Se presentó a la reunión el borrador propuesto de los Términos de Referencia del Comité de Atletas. Necesita algunos cambios por hacer. Luego de finalizado será presentado a los Directores Regionales. Me gustaría recordarles que GAISF y WADA requirieron establecer este comité como la mayoría de las Federaciones Internacionales reconocidas han tenido que hacerlo.
3) Se presentó a la reunión el contrato IPSC ESS y la versión 3.5.6 actualizada de IPSC ESS con muchas mejoras.
4) En la reunión se propuso un nuevo nivel del programa de socios. Se enviarán más detalles y una encuesta para conocer la opinión de las Regiones en los próximos días.
5) En la reunión se discutió el tema de la disminución del número de participantes en la escuadra (squads) para las competencias de Nivel IV-V. La mayoría de las Regiones están a favor de disminuir el número de participantes en las escuadras. Consulte el apéndice.
6) En la reunión se discutió la Disciplina de Armas de Fuego 22 LR como parte del Programa Junior. Se ha tenido en cuenta la opinión de las Regiones (77% a favor). El Comité de Reglas fue asignado para trabajar en el borrador de las Reglas para su consideración y posterior aprobación por parte de la Asamblea General.
7) En la reunión se discutieron varias solicitudes de los Directores Regionales.
8) Se presentó a la reunión la actualización del registro de la marca IPSC.
9) El informe del Comité Disciplinario fue presentado a la reunión.

We condemn the breach of peace committed by the Russian government.
At this morning’s extraordinary Executive Council Meeting the following actions were decided:
1) That the 2023 Action Air World Shoot scheduled for Sochi, Russia is cancelled.
2) That all future international matches (Level III and above) scheduled in Russia have been cancelled and have their sanctioning removed.

I would like to congratulate you with the successful conducting of the first online IPSC General Assembly 2021.
I would like to congratulate the following Regions with the final acceptance: Georgia, India and Kyrgyzstan. I would like to congratulate Saudi Arabia with a provisional acceptance for one year. Welcome to the IPSC family and good luck with the developing IPSC in your Regions.
The IPSC Competition Rules ‐ September 2021 Interpretations and the IPSC Competition Rules ‐ October 2021 Interpretations was ratified. You may find them at the ipsc.org
The IPSC Executive Council decision to permit the use of IPSC Micro Targets in IPSC Rifle, PCC and Action Air matches up to, and including, Level III for evaluation purposes, was ratified.
The IPSC Executive Council decision to approve two new IPSC PCC Divisions (PCC Optics and PCC Iron) for evaluation purposes for a period of one year, was ratified.
There were 2 bids for conducting Rifle World Shoot 2024. Majority of the Regions voted for Finland.
Argentina won a bid to host LATAM Handgun Championship 2024.
We are looking forward to attending these matches as well as other Level IV-V matches in the upcoming years.
Next General Assembly is to be hosted in Thailand in conjunction with Handgun World Shoot XIX.

I would like to share some news from the recent Executive Council meeting:
- IPSC detailed financial report 2020 with notes was discussed and will be sent to the Regions in a short while.
- The following program was approved to be used for the voting at the IPSC General Assembly: ElectionBuddy: https://electionbuddy.com The program will be used together with Zoom: http://zoom.us/
- Application from Saudi Arabia was provisionally accepted and the item on Saudi Arabia provisional acceptance will be brought to the General Assembly.
- Following GAISF recommendations the following IPSC Governance documents were developed: Code of Ethics, Gender Policy, Conflict of Interests. First drafts were presented to the Executive Council members for their consideration. Once drafts are finalized, the documents will be presented to the Regional Directors for their consideration.
- Rules interpretations for the Handgun and Combined Competition Rules extending the expiration date for 357SIG, Production Optics and Production Optics Light Divisions until 31 December 2022 have been approved.
All the Rules interpretations will be published on the IPSC website and will apply to all IPSC sanctioned matches after 7 days from the date of publication. All rules interpretations are subject to ratification or modification by the Regional Directors at the next IPSC Assembly.

- La solicitud de Arabia Saudita se aceptó provisionalmente y el tema sobre la aceptación provisional de Arabia Saudita se presentará a la Asamblea General.
- Siguiendo las recomendaciones de GAISF se desarrollaron los siguientes documentos de gobernanza de IPSC: Código de Ética, Política de Género, Conflicto de Intereses. Los primeros borradores se presentaron a los miembros del Consejo Ejecutivo para su consideración. Una vez finalizados los borradores, los documentos se presentarán a los Directores Regionales para su consideración.
- Se han aprobado las interpretaciones de las reglas para las Reglas de Competencia Combinada y de armas cortas que extienden la fecha de vencimiento para las Divisiones de Optica de producción y Optica de Producción de 357SIG hasta el 31 de Diciembre de 2022.
Todas las interpretaciones de las Reglas se publicarán en el sitio web de IPSC y se aplicarán a todos las competencias sancionadas por IPSC después de 7 días a partir de la fecha de publicación. I would like to share some news from the recent Executive Council meeting:
1) IPSC Financial report 2020 is audited and will be sent to the Regions within the next couple of weeks.
2) A survey on the options of conducting IPSC General Assembly 2021 will be sent to the Regional Directors in a short while.
3) It was decided to return to the previous terminology of the World Shoot: Pre-match and Main Match instead of the Main Match 1 and Main Match 2 not to confuse the participants.
4) IPSC e-Learning center was presented at the meeting. IPSC e-Learning center is a platform where online IPSC education will take place.
