Dear Regional Directors,

I would like to share some news from the recent Continental Council meeting:

1)    A Constitution Committee report was presented to the meeting. The Constitution Committee has been considering the items which had been requested by the Regions. The proposal of Constitution and Rules Committees Chair to distribute the Rules amendments with the provisional Agenda 90 days before the GA was approved. So it will be enough time for Regions to discuss.

2)    A Rules Committee report was presented to the meeting. Following the preparation and publication of the April 2023 Edition Rulebooks for all of the individual Disciplines, a draft of the April 2023 Combined Rules (HG, Rifle & SG) is currently being considered by the Committee. A draft of Combined Rules incorporating all six of the non-AA Disciplines is currently being prepared, together with another incorporating all three of the AA disciplines. Few matters are also being discussed by the Rules Committee and a full report will be provided to the next Executive Council.

3)    MISIA Development plan was presented to the meeting. After the consideration by the Executive Council and Continental Council members, MISIA Handbook (Regulations) will be distributed to the Regional Directors for their consideration.

4)    Match Ammo for the upcoming Level IV-V matches was discussed at the meeting. It is needed to find a solution on how to keep the match ammo prices available for the Athletes.

5)    IPSC ESS update was given to the meeting. The testing will start in 3 Regions. ESS is a scoring and a Match registration System with the full results of the matches in all the IPSC Regions and a wide range of other different services.

Me gustaría compartir algunas noticias de la reciente reunión del Consejo Continental:

1)     Se presentó a la reunión el informe del Comité de Constitución. La Comisión de Constitución ha estado examinando los puntos solicitados por las Regiones. La propuesta del Presidente de los Comités de Constitución y Reglamento de distribuir las enmiendas al Reglamento con la Agenda provisional 90 días antes de la Asamblea General fue aprobada. Por lo tanto, será tiempo suficiente para que las Regiones discutan.

2)     Se presentó a la reunión el informe del Comité de Reglamento. Tras la preparación y publicación de los Reglamentos de la Edición de abril de 2023 para todas las disciplinas individuales, el Comité está considerando actualmente un borrador de las Reglas Combinadas de abril de 2023 (HG, Rifle y SG). Actualmente se está preparando un proyecto de Reglamento Combinado que incorpora las seis disciplinas no relacionadas con el AA, junto con otro que incorpora las tres disciplinas del AA. El Comité de Reglas también está examinando otros elementos y se presentará un informe al próximo Consejo Ejecutivo.

3)     El plan de desarrollo de MISIA fue presentado en la reunión. Después de la consideración por el Consejo Ejecutivo y los miembros del Consejo Continental, el Manual de MISIA (Reglamento) se distribuirá a los Directores Regionales para su consideración.

4)     La munición de oficial para las próximas competencias de Nivel IV-V se discutió en la reunión. Es necesario encontrar una solución sobre cómo mantener los precios de munición accesibles para los atletas.

5)     La actualización del sistema IPSC ESS se entregó a la reunión. Las pruebas comenzarán en 3 Regiones. ESS es un sistema de puntuación y registro de competencias con los resultados completos en todas las Regiones IPSC y una amplia gama de otros servicios diferentes.

President’s Letter – May 2023

Dear Regional Directors,

I would like to share some news from the recent Executive Council meeting:

1)    The plan of IPSC ESS further development was presented to the meeting. Starting from June 01 educational workshops will be conducted for the Regions. The Registration and the scoring modules of the system are planned to be launched on September 01, 2023.

2)    Proposed corrections to the IPSC Competition Rules were approved by the meeting. The corrections are in compliance with the Motion 10 of the recent General Assembly that the IPSC Executive Council is authorized to make corrections to any numbering, spelling, punctuation and/or formatting errors in the April 2023 Edition rule books, provided that such changes do not alter the meaning or intent of any rule. Likewise, other errors and conflicts may also be corrected.

3)    IPSC Executive Council is considering the new Rule Books. By the end of the week new Rule Books will be published at the IPSC web page and marked up versions will be published at the RD protected page and at the IROA Academy.

Me gustaría compartir algunas noticias de la reciente reunión del Consejo Ejecutivo:

1) Se presentó a la reunión el plan de desarrollo adicional de IPSC ESS. A partir del 01 de junio se realizarán talleres educativos para las Regiones. El lanzamiento de los módulos de registro y puntuación del sistema está previsto para el 01 de septiembre de 2023.

2) Las correcciones propuestas a las Reglas de Competencia IPSC fueron aprobadas en la reunión. Las correcciones cumplen con la Moción 10 de la Asamblea General reciente de que el Consejo Ejecutivo de IPSC está autorizado a hacer correcciones a cualquier error de numeración, ortografía, puntuación y/o formato en los libros de reglas de la edición de abril de 2023, siempre que dichos cambios no alteren el significado o la intención de cualquier regla. Asimismo, también podrán corregirse otros errores y conflictos.

3) El Consejo Ejecutivo de IPSC está considerando los nuevos Libros de Reglas. Para el final de la semana, se publicarán nuevos libros de reglas en la página web de IPSC y se publicará una versión marcada en la página protegida de RD y en la Academia IROA.

President’s Newsletter – April 2023

Dear Regional Directors, IPSC Officials and Athletes!

Extraordinary General Assembly (EGA) was conducted on March 31, 2023. The Assembly was mainly focused on discussing the proposed Rules amendments deferred from the 2022 Assembly.

Among many different subjects discussed, the following Rules amendments were approved by the Assembly:

–       Handgun Production Optics Light Division was deleted.

–       Action Air PCC and Rifle Disciplines were approved.

–       .22LR Handgun was adopted as a new IPSC Discipline as part of a Junior Program.

–       Grand Senior was ratified as the name of the new Category of shooters from the age of 70.

–       IPSC Micro targets were adopted for PCC, Rifle and Action Air.

–       The proposal to limit weight for the magazine base pads in the Handgun Production Divisions was NOT approved.

–       Proposals to permit aftermarket triggers and hammers without restriction in the Handgun Production Divisions were approved.

All the approved Rules amendments come into effect on April 01, 2023. Updated Rules books will be published on IPSC web page in a short while.

Other subjects discussed included the following:

–       PCC/MR World Shoot was postponed to 2025.

–       Feeling of the Assembly was positive towards moving African Handgun Championship from 2025 to 2024.

I would like to thank the Rules Committee, Regional Directors and Executive Council members for the participation in numerous online meetings which had been conducted to discuss Rules amendments and prepare for the EGA and for the efficient work during the Assembly!

Estimados Directores Regionales, Oficiales IPSC y Atletas!

La Asamblea General Extraordinaria (EGA) se llevó a cabo el 31 de Marzo de 2023. La Asamblea se centró principalmente en discutir las enmiendas propuestas a las Reglas diferidas en la Asamblea del 2022.

Entre los muchos diferentes temas discutidos, las siguientes enmiendas a las Reglas fueron aprobadas por la Asamblea:

– Se eliminó la División Ligera de Óptica de Producción de Arma Corta.

– Se aprobaron PCC y Rifle de Acción de Aire.

– .22LR Arma Corta se adoptó como una nueva disciplina IPSC como parte de un Programa para Jóvenes.

– Se ratifica Grand Senior como el nombre de la nueva Categoría de tiradores a partir de los 70 años de edad.

– Se adoptaron blancos IPSC Micro para PCC, Rifle y Action Air.

– NO se aprobó la propuesta de limitar el peso de las bases de los cargadores en las Divisiones de Producción de Arma Corta.

– Se aprobaron propuestas para permitir gatillos y martillos de posventa (aftermarket) sin restricción en las Divisiones de Producción de Armas Cortas.

Todas las enmiendas a las Reglas aprobadas entrarán en vigencia el 1 de Abril de 2023. Los libros de Reglas actualizados se publicarán en la página web de IPSC en breve.

Otros temas discutidos incluyeron los siguientes:

– El PCC/MR World Shoot se pospuso para el 2025.

– El sentimiento de la Asamblea fue positivo hacia el cambio del Campeonato Africano de Armas Cortas del 2025 al 2024.

Dear Regional Directors,

I would like to share some news from the recent Executive Council meeting:

1)    The report on EHC Match Ammo was presented to the meeting. GECO is planning to be a Match Ammo provider.

2)    MISIA development plan was discussed at the meeting. MISIA Regulations are being developed. Once finalized they will be presented to the Councils and after to the Regional Directors and then MISIA Platform will be open for Instructors and Trainers to issue certificates for students and load teaching materials.

3)    A Disciplinary Committee report was presented to the meeting.

Me gustaría compartir algunas noticias de la reciente reunión del Consejo Ejecutivo:

1)    Se presentó en la reunión el informe sobre la munición para el EHC. GECO planea ser el proveedor de la munición oficial.

2)    En la reunión se discutió el plan de desarrollo de MISIA. Se están desarrollando los reglamentos de MISIA. Una vez finalizados, se presentarán a los Consejos y luego a los Directores Regionales y posteriormente la Plataforma MISIA estará abierta para que Instructores y Capacitadores emitan certificados para estudiantes y carguen materiales didácticos.

3)    El informe del Comité Disciplinario fue presentado en la reunión.
