Stages Released for the 2019 IPSC Australasia Handgun Championship in the Philippines

The President of IPSC Mr. Vitaly Kryuchin released the Stages for the Australasia Handgun Championship 2019.

This IPSC Level IV shooting event will be held at the Front Sight Shooting Range in Lipa City, Batangas. The City of Lipa is located about 80 km. from Manila.

Twenty-four challenging and technically diverse stages, a festive competitive atmosphere, along with our trademark Filipino warmth and hospitality are just some of the experiences that await over 800 competitors and officials of the 2019 IPSC Australasia Handgun Championship. Main Match will be held on November 11-17, 2019.

IPSC JOINS GAISF OBSERVER PROGRAMME AS COUNCIL MEETS IN LAUSANNE

The International Practical Shooting Confederation (IPSC) was officially granted observer status by the GAISF Council when it convened earlier this week.

Quoting from the GAISF announcement, “Practical shooting is a set of shooting sports where competitors must unite the three fundamental principles of precision, power, and speed, aiming to score as many points as possible in the shortest amount of time”. These are definitely great news and a stepping stone that will catapult our sport to new heights and more prominent international recognition.

Awards Ceremony For The 2019 IPSC European Handgun Championship Held In Serbia

The closing ceremony of the 2019 IPSC European Handgun Championship held in Belgrade, Serbia on September 14.

 

In 2019, almost 1200 athletes came to Serbia to compete in this challenging handgun Level IV match. This year among the athletes — 132 ladies, 245 Seniors, 37 juniors, 84 Super Seniors and 8 Super Juniors. All of them competed on equal terms and showed excellent results.

 

The President of the International Practical Shooting Confederation, Vitaly Kryuchin, especially thanked the Government of Serbia and the Ministry of the Interior, Police, and Authorities of the City of Belgrade for supporting such a great sporting event.

 

“I would like to thank the Government of Serbia, the Ministry of Internal Affairs of Serbia, and the City of Belgrade for the support they provided for this sport,” Mr Kryuchin said, adding that he was pleased to see 1200 competitors from around the world here in Serbia participated in the competition.

 

The Organizing Committee prepared 24 challenging stages for the athletes at the Special Anti-Terrorist Unit Base Naselje 13 Maj in Belgrade. The stage design was totally responded the safety requirements and according to the participants it was not as simple as it seemed at first glance, testing athletes for accuracy and speed of fire.

 

The EHC 2019 closing ceremony was attended by the State Secretary of the Ministry of the Interior of Serbia Milosav Milicković, who closed the Championship, noting that the championship was at its best, with high safety standards for all participants and visitors.

 

“After five days of competition and competing for every second, for every shot fired and points scored, the European Handgun Championship is over. The competition was held in a socializing and fair play atmosphere, “said Milicković, after which he congratulated the competitors and medal winners on their success.

 

At the closing ceremony of the 2019 EHC, the Regional Director of the IPSC Serbia, Spasoje Vulević, who is also the commander of the Special Anti-Terrorism Unit, addressed to the event.

 

He thanked Secretary of State Milicković, as well as his team who participated in the preparation of this challenging competition, the Ministry of the Interior, as well as the City of Belgrade, who provided valuable assistance and support, as well as the President of the IPSC and all the Range Officers and helpers.

 

Vulević pointed out that the competition was extremely strong.

 

“The participants needed to have top results in order to win a medal. Speed, power, and accuracy are the basic motto of the IPSC, “said Vulević.

 

Two IPSC President’s medals were presented to the youngest athletes Aleksei and Dasha Stativca

(11-year-old) from Moldova and the most experienced athlete Mr Albert Rieber (82-year-old) from Germany.

 

The IPSC Gold Star was presented to the Regional Director of IPSC Serbia Spasoje Vulević.

 

“With more athletes, more countries, more sponsors and a great organization team than ever before, you raised the bar for Europeans,”Mr Kryuchin said, adding that Spasoje Vulević and his very close crew one more time provided a wonderful and exciting competition.

 

The second IPSC Gold Star was presented to the IROA Vice President Jose-Carlos Belino for the great work done to introduce the Electronic Scoring System (ESS), and devotion to the sport of practical shooting.

 

The IPSC President’s medals were presented to Match Director Spasoje Vulević, Range Master

Paulo Santos, Deputy Range Master Zoran Stamenković and Match Coordinator Milan Todorović.

 

The Ken Norman’s award was presented by the IROA President MrDino Evangelinos to Deputy Range Master Zoran Stamenković.

 

During the ceremony, the IPSC President solemnly presented certificates to the 42 MISSIA directors appointed in the IPSC regions in 2018-2019.

 

In conclusion, the ceremony of handing over the flag from IPSC Serbia to IPSC Greece was held, which will become the host region for the next European Handgun Championship in 2022.

The Forty-Third IPSC General Assembly Held in Serbia

The International Practical Shooting Confederation (IPSC) held its Forty-Third General Assembly (GA) at the Holiday Inn Hotel in Belgrade, Serbia, on September 7, 2019.

The event, which was hosted this year by the IPSC Serbia authorities, was attended by IPSC Regions’ representatives from all the continents to hear reports on the main achievements during the previous year and discuss the future development of IPSC.

➡The IPSC General Assembly accepted the IPSC Financial Report and the 2017 and 2018 accounts as commented on by the IPSC Treasurer.
➡The chartered accounting firm of PwC appointed by Assembly’s voting decision as auditors for the financial year 2019.

Results of the Votes on IPSC Regions
➡The Regions of Mexico and the Republic of Korea were definitively accepted as members of the Confederation. In addition, the region of Qatar was provisionally accepted for one year.
➡Region of Swaziland which was provisionally accepted in 2018 as members for one year, is definitely not accepted as IPSC region.

The Assembly welcomes the newly accepted Regions and wishes them all the best of success!

Annual Regional Status Recognition
➡By the 2018 results, the top 3 best IPSC Regions became: 🎉
Philippines (1st place)
Russia (2nd place)
Germany (3rd place).
➡The most improved region became Switzerland.

GAISF membership application report
➡The IPSC application was accepted by GAISF
➡In May 2019, IPSC delegation attended SportAccord Convention in Gold Coast, Australia with the support of IPSC Australia. IPSC conducted a meeting with GAISF Vice-President Stephen Fox
➡Several meetings with IOC officials were conducted

MISSIA report
IPSC President Mr. Vitaly Kryuchin presented MISSIA development report and noted that the Instructors’ Association is developing and shows its effectivity.
➡MISSIA conducted 25 seminars Level I and Level II
in 2018-2019 worldwide:
o 384 people participated in the seminars
o 42 MISSIA Directors were appointed
o MISSIA is represented in 64 Regions

IPSC Vision, Mission, and Goals
The 43rd IPSC GA adopted the following IPSC Vision, Mission, and Goals:

Vision
IPSC Shooting is recognized as the most exciting, challenging, highly skilled and safest shooting sport in the world.

Mission
To maintain, improve and promote the IPSC Shooting sport and cultivate worldwide the
safe and recreational use of firearms by persons of good character.

Goals
Further, Develop IPSC Shooting as a Worldwide Sport
1. To achieve and safeguard international recognition by governments and non- governmental organizations such as the Global Association of International Sports Federations (GAISF) and the International Olympic Committee (IOC).
2. To ensure that the IPSC Constitution and Competition Rules for organizing national and international competitions are in line with current international standards.
3. To develop new IPSC Regions and increase regional memberships.
4. To grow and develop future sources of sponsorships, partnerships, and patronage.
5. To increase all media activities.
6. To register and maintain proprietary registrations of IPSC intellectual property.
7. To maintain anti-doping rules and policies consistent with the World Anti-Doping
Agency (WADA).

Further Develop Competitions
1. To increase both the number and quality of competitions at all levels.
2. To establish international minimum standards for IPSC designed shooting ranges.

Further Develop Athletes and Officials
1. To maintain international minimum standards for all Match Officials.
2. To increase the number of, and retain, qualified Match Officials.
3. To establish an international recognition system for all IPSC athletes.
4. To establish and maintain a worldwide youth program.
5. To promote gender equality and equity in the sport.
6. To establish and develop the Master International Shooting Safety Instructors
Association (MISSIA).

Rules Amendments
➡The IPSC Competition Rules ‐ January and April 2019 Interpretations, as published on the IPSC website is ratified by the decision of the Forty-Third IPSC General Assembly.

By the decision of the Forty-Third IPSC General Assembly and in accordance with the IPSC Constitution, all interpretations and amendments to the IPSC Competition Rules were postponed to next IPSC General Assembly in Thailand on November 27, 2020, in conjunction with Handgun World Shoot XIX.

The Handgun Equipment Check Manual, January 2019 Edition from IROA, as circulated to the Regions, was adopted by the Forty-Third General Assembly.

The ammunition can be imported by athletes, but it cannot be delivered by cargo at this moment

➡2021 Action Air World Shoot II update (Sochi, Russia)
In April 2020, IPSC Russia will organize the Nationals and invites all the regions and their athletes to participate in this Match.
➡2021 Far East Asia Handgun Championship update (Vientiane, Laos)
➡2021 Pan-American Handgun Championship update (Asuncion, Paraguay)
➡2021 Shotgun World Shoot IV update (Thailand):
The ammunition can be imported by athletes, and/or there is a possibility to send ammunition by cargo.

Competition Venues
In 2019, the General Assembly decided that:
➡2021 PCC and Mini-Rifle World Shoot I will be hosted by the USA;
➡2022 European Handgun Championship will be hosted by Greece.

The opinion of the IPSC Forty-Third General Assembly is that in Handgun Standard Division where compensators are not allowed it means only compensators with ports and not just muzzle weights. Details will be set up by the Executive Council.

The Forty-Fourth IPSC General Assembly will be hosted in Thailand on November 27, 2020, in conjunction with Handgun World Shoot XIX.

The 2019 European Handgun Championship (EHC) IPSC Regional Directors’ dinner took place on September 6, in Belgrade, Serbia.

 

During the event, the IPSC President discussed a number of regional issues related to the development of the sport of practical shooting and thanked the Regional Directors for their efforts to develop IPSC worldwide.

 

IPSC President Vitaly Kryuchin thanked IPSC Serbia for the 2019 EHC organization and for the Regional Directors dinner.
