Dear Regional Directors,

 

I would like to share some news from the recent Executive Council and Continental Council meetings:

 

  1. ESS report. Email notifications to participants of Level IV-V matches have been functioning effectively. Over 37,500 emails were sent to participants of the PCC/MR World Shoot. The system continues to be developed.
  2. Provisional Agenda for the IPSC General Assembly was discussed. It will be distributed to the Regional Directors within the designated deadline, along with the proposed amendments to the Rules.
  3. It was reported that preparation for the Handgun World Shoot is going on. It was announced that an additional Match Registration Form will be uploaded to the ESS, enabling participants to obtain import permits for bringing more than 500 rounds of ammunition.
  4. The concept of the World Cups and Continental Cups was discussed. The main points are as follows:

– The hosted Region and the date will be announced by the Executive Council (no voting).

– Participation will be open to both National and Sponsor’s teams.

– Only 20% of Officials are required to be IROA members, others are NROI.

– One Cup can be split into two Cups that will be held in different Regions and different dates as an Iron Sights Disciplines (Standard, Production, etc.) and Optical Sights   Disciplines (Open, Production Optics, etc.).

– Opening and Award ceremonies will be recommended to be simplified (“light” ceremonies) by decision of the host Region.

– President medals are different from the Level IV-V matches with the inscription on them: “Continental Cup” and “World Cup”.

Further details will be provided after upcoming meetings.

  1. An update on a trademark registration was provided to the meeting confirming that both the IPSC and IROA logos now are registered trademarks.

Me gustaría compartir algunas noticias de las recientes reuniones del Consejo Ejecutivo y del Consejo Continental:

 

  1. Informe del sistema ESS. Las notificaciones por correo electrónico a los participantes de los partidos de nivel IV-V han funcionado de manera efectiva. Se enviaron más de 37.500 correos electrónicos a los participantes del PCC/MR World Shoot. El sistema sigue desarrollándose.
  2. Se discutió la Agenda Provisional para la Asamblea General del IPSC. Se distribuirá a los Directores Regionales dentro del plazo designado, junto con las enmiendas propuestas a las Reglas.
  3. Se informó que se están llevando a cabo los preparativos para el Campeonato Mundial de Pistola de Mano. Se anunció que se cargará un formulario de registro de partidos adicional en el sistema ESS, lo que permitirá a los participantes obtener permisos de importación para traer más de 500 rondas de municiones.
  4. Se discutió el concepto de las Copas del Mundo y las Copas Continentales. Los puntos principales son los siguientes:

– La participación estará abierta tanto a los equipos nacionales como a los patrocinadores.

– Se recomendará que las ceremonias de apertura y premiación se simplifiquen (ceremonias “ligeras”) por decisión de la región anfitriona.

– Las medallas de Presidente son diferentes de los partidos de Nivel IV-V con la inscripción en ellas: “Copa Continental” y “Copa del Mundo”.

Se proporcionarán más detalles después de las próximas reuniones.

  1. En la reunión se proporcionó información actualizada sobre el registro de una marca, confirmando que los logotipos de IPSC e IROA son ahora marcas registradas.

I would like to share some news from the recent Executive Council meetings:

 

  1. ESS report. New features have been developed in the system: Range Officers have access only to the stages they are working at, and Area CRO have access only to their area stages. New feature for integrating the Shoot-Off into the system has been developed and will be implemented at the PCC/MR World Shoot. Registration for the Handgun World Shoot will start within the next few days.
  2. An application from Luxembourg was considered by the meeting. The general feeling was to approve the application after clarification of several points. The item will be included in the General Assembly’s Agenda.
  3.   Several updates to the Major Match Contract were approved by the meeting, including changes of the requirements to the Match logo: that the logo of the Level IV-V Matches must include the IPSC logo and that a Match web page is developed by IPSC. Additionally, one of the previously approved changes is the update in the refund policy for Level IV-V Matches:

  1. Several Rules amendments currently being discussed by the Rules Committee were presented to the meeting. All the Rules proposals will be sent to the Regional Directors along with the Provisional Agenda.

Me gustaría compartir algunas noticias de las recientes reuniones del Consejo Ejecutivo:

 

  1. Informe del sistema ESS. Se han desarrollado nuevas características en el sistema: los Oficiales de Campo de Tiro tienen acceso solo a las etapas en las que están trabajando, y los CRO de Área solo tienen acceso a sus etapas de área. Se ha desarrollado una nueva función para la integración del Shoot-Off en el sistema y se implementará en el PCC/MR World Shoot. Las inscripciones para el Handgun World Shoot comenzarán en los próximos días.
  2. La reunión examinó una solicitud de Luxemburgo. El sentimiento general fue aprobar la solicitud después de aclarar varios puntos. El tema se incluirá en el orden del día de la Asamblea General.
  3. La reunión aprobó varias actualizaciones del Contrato de Competencias Principales, incluyendo los cambios en los requisitos para el logotipo de las Competencias: que el logotipo de los partidos de Nivel IV-V debe incluir el logotipo de IPSC y que la página web de los Partidos es desarrollada por IPSC. Dear Regional Directors,

I would like to share some news from the recent Executive Council and Continental Council meetings:

  1. ESS report. The registration and scoring system was presented to the meetings. It was noted that registrations for the PCC/MR World Shoot and European Shotgun Championship are currently underway, and Regional Directors are actively working on athletes’ registration in the ESS. The registration to the Action Air World Shoot will be open within a week. The second slot allocation of the Handgun World Shoot will be done within the next couple of days.
  2. It was discussed if members of a family team may participate in Level IV-V matches when one family member shoots in Pre Match and one family member shoots in Main Match. The request was from one of the Region due to the fact that one of the members officiates the match. The request was generally supported by the Continental Council and Executive Council members. It was proposed that a different type of medals is to be awarded to the family teams’ members.
  3. It was also decided to establish World Cups and Continental Cups. The places and the years of the Cups are to be determined by IPSC. Requirements for the World Cups and Continental Cups will be published later.
  4. The request to consider the increased price for the HWS was discussed by the meeting. It was noted that the prices for everything have grown within the last few years, so expenses for organizing and conducting competitions have increased. Also, at the General Assembly 2022 several RDs asked to cover all the travel expenses for the Range Officers and Assembly supported this proposal. The RO compensation increase led to an increase in Level IV-V competitions fees by an average of 8-9%.
  5. The number of participants in squads for HWS was discussed at the meeting. It was decided not to change the number of the participants in squad at this World Shoot and keep it 8 people per squad as before. After this HWS it will be discussed again basing on the feedback from athletes.
  6. The possibility for IPSC to become a member of CISM was discussed by the meeting. If some of the Regional Director have connection with CISM, please contact IPSC to assist.
  7. The meeting was informed that TUE (Therapeutic Use Exemption) Committee was established to be in compliance with WADA Regulations. Dr. Jimmy Barbuti, Regional Director for Romania was appointed as a Committee Chairman.

Dear Regional Directors,

 

I would like to share some news from the recent Executive Council meeting:

 

  1. ESS report. The meeting included a presentation on the Athlete Profile and Match Management System. Draft samples of the Athlete Passport and Athlete ID were also presented. Additionally, the ESS Development Plan for 2025 was discussed. It was noted that registration for the PCC/MR World Shoot is currently underway, and Regional Directors are actively working on athletes’ registration in the ESS.
  2. The request from IPSC Taiwan for a change in the designation of the Region to “Chinese Taipei” and the adoption of the flag used in the Olympics for Chinese Taipei. The IPSC website has been updated to reflect this change.
  3. After the Disciplinary Committee investigation and following the feeling of the meeting of the LATAM Regional Directors which was held during the LATAM Handgun Championship in Argentina, it was decided to recommend the transfer of affiliation to AMTP in Mexico. This item will be included in the Agenda for the General Assembly 2025.
  4. In response to a request from the Executive Council, the Rules Committee has proposed a trial Discipline titled “Standard Optics.” A detailed description of this Discipline is attached to the email. Regions interested in testing this Discipline for Level I-III matches during the trial period should contact the IPSC Secretary. Both “Optics” and “Standard Optics” trial Disciplines have been added to the ESS.
  5. IPSC Disciplines’ list will be updated at the web page.
  6. The meeting considered a request from IPSC Great Britain, under IPSC Competition Rule 3.3.1, to use a Division “Long Barrelled Pistol (LBP)” for Level I to III .22LR Handgun matches in the IPSC Region of Great Britain. It is important to note that in Great Britain, it is illegal to use .22LR handguns with a barrel length of less than 30 centimeters or an overall length of less than 60 centimeters. A photograph of a legal example of a Long Barrelled Pistol (LBP) is attached to this email.
  7. An application from Jordan to join IPSC was considered by the meeting.
