President’s Newsletter – June 2021

Dear Regional Directors,

I would like to share some news from the recent Executive Council meeting:

  • Members of the Executive Council observed a minute of silence in memory of the recently passed away Jorge Gonzalo Calle Mostajo, RD for Bolivia.
  • A discussion was held on the possible creation of IPSC By-laws.
  • Several options on conducting General Assembly were discussed. Later all the options will be proposed for the Regional Directors consideration.
  • Draft match calendar 2022-2023 is being prepared for RDs consideration and further approval:
  • As it was informed in previous newsletters PANAM and HWS is postponed to 2022.
  • Shotgun World Shoot is postponed to November/December 2023
  • Action Air World Shoot is postponed to April 2023
  • PCC/MR World Shoot is postponed to September 2023
  • WADA Anti-Doping Rules were approved by the 100% of the Regions who voted. Rules will be published at the IPSC web page and IPSC will proceed with becoming WADA Code Signatory.
  • Applications from Saudi Arabia and Bahrain are still being considered. Also, Egypt applied to join IPSC.
  • An issue of reviewing Regulations (EU) №258/2012 on exports, imports and transit of civilian firearms by the European Commission was discussed at the meeting. It was decided to send a letter to the European Commission with the comments and ask the European RDs to send letters of this kind from their organizations. Proposed draft letter will be sent to the European Regional Directors in a short while. Roland Dahlman, Friedrich Gepperth, Bob Chittleborough and Olga Kuznetsova are working on this item.
  • An issue of Lead Ban was discussed at the meeting. It was reported that the numbers ECHA stating in their reports are not correct: they estimated that each year around 100 000 tonnes of lead is dispersed into the EU environment from these uses: 79 % from sports shooting, 14 % from hunting and 7 % from fishing activities. The real numbers are way less than it is reported by ECHA. Also, it is important to note that majority of hunters practice at shooting ranges and according to the statistics hunters shoot only 1-2 shots per year in the nature.

IPSC keeps on working on this subject.

 Estimados Directores Regionales,

Me gustaría compartir algunas noticias de la reciente reunión del Consejo Ejecutivo:

1) Los miembros del Consejo Ejecutivo guardaron un minuto de silencio en memoria del recientemente fallecido Jorge Gonzalo Calle Mostajo, Director Regional de Bolivia.

2) Se llevó a cabo una discusión sobre la posible creación de Reglamentos IPSC.

3) Se discutieron varias opciones sobre la conducción de la Asamblea General. Posteriormente se propondrán todas las opciones para consideración de los Directores Regionales.

4) Se está preparando el borrador del calendario de competencias 2022-2023 para su consideración y posterior aprobación por parte de los Directores Regionales:

– Como se informó en boletines anteriores PANAM y HWS se posponen para el 2022.

– Shotgun World Shoot se pospone para Noviembre / Diciembre de 2023

– Action Air World Shoot se pospone hasta Abril de 2023

– PCC / MR World Shoot se pospone hasta Septiembre de 2023

5) Las Reglas Antidopaje de la WADA fueron aprobadas por el 100% de las Regiones que votaron. Las reglas se publicarán en la página web de IPSC e IPSC procederá a convertirse en signatario del código de la WADA.

6) Las solicitudes de Arabia Saudita y Bahrein todavía se están considerando. Además, Egipto solicitó unirse a IPSC.

7) En la reunión se debatió la cuestión de la revisión del Reglamento (UE) №258/2012 sobre exportaciones, importaciones y tránsito de armas de fuego civiles por parte de la Comisión Europea. Se decidió enviar una carta a la Comisión Europea con los comentarios y pedir a los DR europeos que envíen cartas de este tipo desde sus organizaciones. El anteproyecto de carta se enviará a los Directores Regionales Europeos en breve. Roland Dahlman, Friedrich Gepperth, Bob Chittleborough y Olga Kuznetsova están trabajando en este tema.

8) En la reunión se discutió el tema de la prohibición del plomo. Se informó que las cifras que la ECHA indica en sus informes no son correctas: estimaron que cada año se dispersan alrededor de 100.000 toneladas de plomo en el medio ambiente de la UE a partir de estos usos: 79% de tiro deportivo, 14% de caza y 7% de actividades de pesca. Las cifras reales son mucho menores de lo que informa la ECHA. Además, es importante tener en cuenta que la mayoría de los cazadores practican en campos de tiro y, según las estadísticas, los cazadores disparan solo 1-2 disparos por año en la naturaleza.

IPSC sigue trabajando en este tema.

I also would like to inform you that at the recent Continental Council meeting, it was decided to postpone Pan American Handgun Championship for September 2022 because the situation with COVID-19 in the world is very unpredictable and several Regions experience some difficulties with getting visa to the USA.

También me gustaría informarles que en la reciente reunión del Consejo Continental, se decidió aplazar el Campeonato Panamericano de Handgun para Septiembre de 2022 porque la situación con el COVID-19 en el mundo es muy impredecible y varias Regiones experimentan algunas dificultades para obtener visa para los EE. UU.

Dear Athletes,
Dear Range Officers,
Dear Instructors and Trainers,

At the recent Continental Council meeting, the following report concerning current situation in Thailand was presented to the CC and EC members:

–       Only the fully vaccinated can enter the country.
–       Quarantine for 14 days for all who arrive in Thailand at this moment: participants may only travel to the range and back to the hotel.
–       Participants from one country should arrive in one plane.
–       Participants from one country should travel in one bus.
–       Participants from one country should live in one hotel.
–       Not more than 20 people can be together in one place.
–       Possible need to stay in quarantine after returning from Thailand (depending on the Region).

The situation in Thailand and in the world in general is very unpredictable. We cannot control or influence it. Therefore, HWS Match Organizers and IPSC HQ with the support of the IPSC Continental Council have decided to postpone Handgun World Shoot to November/December 2022.

We will contact you later on with the possible proposals concerning the General Assembly.

En la reciente reunión del Consejo Continental, se presentó a los miembros del CC y del CE el siguiente informe sobre la situación actual en Tailandia:

– Solo los completamente vacunados pueden ingresar al país.
– Cuarentena durante 14 días para todos los que lleguen a Tailandia en este momento: los participantes solo pueden viajar al campo y regresar al hotel.
– Los participantes de un país deben llegar en un avión.
– Los participantes de un país deben viajar en un autobús.
– Los participantes de un país deben vivir en un solo hotel.
– No más de 20 personas pueden estar juntas en un solo lugar.
– Posible necesidad de permanecer en cuarentena después de regresar de Tailandia (según la Región).

La situación en Tailandia y en el mundo en general es muy impredecible. No podemos controlarla ni influir en ella. Por lo tanto, los organizadores de la competencia de HWS y la sede de IPSC con el apoyo del Consejo Continental de IPSC han decidido posponer Handgun World Shoot para Noviembre / Diciembre de 2022.

Más adelante nos pondremos en contacto con usted con las posibles propuestas relativas a la Asamblea General.

DVC QUIZ:
Load and Make Ready…to Play!

IPSC competitors know that the cornerstone of our sport is safety, and our Rule Books are without any doubt the master compendium on everything related to the right and safe way to practice our beloved sport. But learning and understanding the rules can be challenging… Introducing DVC QUIZ – an innovative and fun way to learn more about IPSC shooting and its history!

DVC Quiz is an edutainment concept based on the principle of questions/answers, playable in groups or solo, proposed in the form of a board game, but with online extensions in the future. Half of the questions are about the rules, which is the primary purpose of the game, but the other half are about the genesis of the shooting discipline, its anecdotes, the evolution of practices, and the men and women who have developed it and left their mark. All in all, six major themes are covered in this first edition, focused on Handgun. An
additional card pack will be available next year for all other IPSC disciplines (Shotgun, Rifle, PCC).

The Cards

IPSC competition rules are relatively complex, because they are complete. They have been enriched over the years, and while their very first version in 1978 was on four pages in a single version, there are now nine, depending on the discipline, each with more than 70 pages! They are closer to a legal reading than to a playful one. As a result, few shooters are really interested in them, and most of them rely on what their instructors have told them, or follow the movement on the competitions. So I wanted to make learning it more fun, to make it less dramatic and to allow everyone, both practitioners and supporters, to learn while having fun.

Obviously, the DVC QUIZ game is intended for fun and learning about the sport of practical shooting only and is not an official source of information about the rules of the sport of practical shooting. To familiarize yourself with the current rules of the sport, the only way is to get information from the official IPSC site, or instructions from your official RO.

It is possible to play the DVC Quiz in different ways. You can play it with your family, and allow your relatives or children to discover in more details the passion of their spouses or elders. You can play it with your instructors or shooting friends, outside of the training sessions at the range, to become familiar with the rules and their interpretation, and to discover the history of the sport, which one day will become Olympic, who knows. You can also play solo, to challenge yourself and have fun. DVC Quiz tournaments can be organized, within clubs, during matches or IPSC promotion events. A real community of users will be encouraged.

6 Thematics

The core of DVC Quiz know-how is the way questions and answers are managed. In addition to its theme, each question has a unique identification allowing a total traceability, and if required, its correction. It is characterized according to several criteria, including its level of difficulty, its attachment to an IPSC discipline, or to a region. If it refers to a Rulebook, whenever possible its edition will be specified and the reference chapter will be indicated.

This indexing allows us to offer, with the Premium membership, a follow-up and a periodic update of the rulebook issues. A way to always stay on top of the knowledge of the regulations.

DVC Quiz is ready to be produced. It is the subject of a decisive launch campaign. We need your contribution, it is important, because if the funding targets are not met, the game cannot be produced. You don’t risk anything, because if this does not happen, you will be fully refunded.

On the other hand, if we are successful, you will receive the first board game, with an original design and questions exclusively about the IPSC, its history, its specificities and its rules. As a thank you to all contributors, everyone will receive a patch, and the first 500 will also receive a pin. As for those who will opt for the Premium formula, they will receive a cap with the game logo.
