Dear Regional Directors,
I would like to share some news from the recent Executive Council meeting:
1) Update on the ESS scoring and registration system was provided to the meeting.
It was reported that the work is going according to the planned timeline including ongoing work on addressing specific requests.
2) A report from a visit to Argentina was presented to the meeting. It was reported that the range is good there, it is not far from the city. Match hotels are also located not far from the range. Airport is ready to work with the athletes. Country’s infrastructure, safety, and tourism attractions was also highlighted in the report
3) A report of IPSC participation at the SportAccord in Birmingham was presented at the meeting. IPSC had an interactive booth where all the participants of the convention could try IPSC. IPSC would like to thank UKPSA for their huge contribution in preparation and during the event.
4) At the SportAccord convention IPSC signed a Memorandum of Understanding with United Through Sports (https://uts.sport). UTS was represented by its President and AIMS President, Mr Stephan Fox. IPSC was represented by IPSC Vice President, Mr Friedrich Gepperth.

Me gustaría compartir algunas noticias de la reciente reunión del Consejo Ejecutivo:
1) En la reunión se proporcionó información actualizada sobre el sistema de Puntuación y Registro ESS.
Se informó de que el trabajo se está llevando a cabo de acuerdo con el cronograma previsto, incluido el trabajo en curso para abordar solicitudes específicas.
2) A la reunión se le presentó un informe de una visita a la Argentina. Se informó que la cancha es muy buena allí, no está lejos de la ciudad. Los hoteles también se encuentran no muy lejos de la cordillera. El aeropuerto está listo para trabajar con los atletas. La infraestructura, la seguridad y las atracciones turísticas del país también se destacaron en el informe
3) En la reunión se presentó un informe sobre la participación del IPSC en la convención de SportAccord de Birmingham. IPSC contó con un stand interactivo donde todos los participantes de la convención pudieron probar IPSC. IPSC desea agradecer a UKPSA por su enorme contribución en la preparación y durante el evento.
4) En la convención SportAccord, IPSC firmó un Memorando de Entendimiento con United Through Sports (https://uts.sport). UTS estuvo representada por su Presidente y Presidente de AIMS, Sr. Stephan Fox. IPSC estuvo representado por el Vicepresidente de IPSC, Sr. Friedrich Gepperth.

Dear Regional Directors,
I would like to share some news from the recent Executive Council meeting:
1) The European Handgun Championship was discussed at the meeting. It was a very successful match. Thanks to the Match Organizers from Greece, IROA and NROI Teams and Match Sponsors for it. It was the first match when there were 8 people in squad, the feedback from the participants was very positive on that.
2) Mr. Ioannis Kelaidakis from Greece was appointed as an IPSC Scientific Research Director. Scientific research laboratory will be opened in Corinth to study different aspects of physical psychological and mental training, nutrition as well as to gather material and conduct research together with the scientists from the Athens universities.
3) An item on restrictions in the updated Target Array Book was discussed at the meeting. IROA President is preparing a detailed explanation concerning the Target Array Book.
4) October 2023 Rules Interpretations approved by the General Assembly were discussed by meeting and will be published on the web page in a short while. It was decided to publish changes in the Rules Interpretations in accordance with the General Assembly decision.
5) Work to establish collaboration with International Federations of other shooting sports is in progress.

Me gustaría compartir algunas noticias de la reciente reunión del Consejo Ejecutivo:
1) En la reunión se debatió sobre el Campeonato Europeo de Armas de Fuego. Fue una competencia muy exitosa. Gracias a los organizadores en Grecia, a los equipos de IROA y NROI y a los patrocinadores. Fue la primera competencia en la que había 8 personas en el equipo, y los comentarios de los participantes fueron muy positivos al respecto.
2) El Sr. Ioannis Kelaidakis de Grecia fue nombrado Director de Investigación Científica del IPSC. Se abrirá un laboratorio de investigación científica en Corintos para estudiar diferentes aspectos del entrenamiento físico, psicológico y mental, la nutrición, así como para recopilar material y realizar investigaciones junto con los científicos de las universidades de Atenas.
3) En la reunión se debatió sobre las restricciones en el Libro de Matrices de Objetivos (Target Array Book) actualizado. El presidente de IROA está preparando una explicación detallada sobre el Libro de Matriz de Objetivos.
4) Las interpretaciones de las Reglas Octubre 2023 aprobadas por la Asamblea General fueron discutidas en reunión y serán publicadas en la página web en breve. Se decidió publicar los cambios introducidos en las interpretaciones del Reglamento de conformidad con la decisión de la Asamblea General.
5) Se está trabajando para establecer una colaboración con las Federaciones Internacionales de otros deportes de tiro.

Dear Regional Directors,
I would like to share some news from the recent Continental Council meeting:
1) At the meeting it was reported that an IPSC Junior Program is being developed. Also, IPSC Transgender policy is being developed and it will be sent to the Regions in a short while.
2) Despite the fact that the gun laws are getting tougher in the Regions, membership is increasing. More and more athletes practice and participate in the matches worldwide.
3) Match Cycle was discussed at the meeting. Majority of the Continental Council members supported the idea of changing a match cycle for a 4-year and to introduce World Cups in between.
4) A proposal to allow 2 optics in PCC was discussed at the meeting. Majority of the Continental Council members supported this idea.

Me gustaría compartir algunas noticias de la reciente reunión del Consejo Continental:
1) En la reunión se informó de que se está elaborando un Programa Junior de IPSC. Además, se está desarrollando la Política Transgénero de IPSC y se enviará a las Regiones en poco tiempo.
2) A pesar del hecho de que las leyes de armas son cada vez más estrictas en las Regiones, la membresía está aumentando. Cada vez más atletas practican y participan en competencias en todo el mundo.
3) El ciclo de competencias fue discutido en la reunión. La mayoría de los miembros del Consejo Continental apoyaron la idea de cambiar un ciclo de competencias por un período de 4 años e introducir Copas Mundiales en el medio.
4) En la reunión se discutió una propuesta para permitir 2 ópticas en PCC. La mayoría de los miembros del Consejo Continental apoyaron esta idea.

IPSC Israel has been officially recognized by the Ministry of Culture and Sports as a separate Directorate representing IPSC sports in Israel.
“We successfully received the written recognition from the Ministry of Culture and Sports, approving our new directorate as the sole representative of IPSC sport in Israel. I would like to thank IPSC President and IPSC Executive Council members for continuous support and guidance.
I take this opportunity to thank sincerely and warmly the Israeli Shooting Federation for their continued cooperation and for helping IPSC Israel to become what it is now.
We are still facing a long way to dealing with our regulators. In the coming days, we will have mutual work groups with the division of firearms licensing and we hope to conclude all necessary changes in the nearest future.
In our long journey to independence we had 100% of Israeli IPSC clubs support, but most of the hard work was done by a selected crew – Riki Hollander, Rony Korem, Yaniv Botvinik, Said Haddad and Nahum Zarzif. Without their dedication, professionalism and belief, we wouldn’t have made it. I thank you all!”

Dear Regional Directors,
I would like to share some news from the recent Continental Council meeting:
1) A Constitution Committee report was presented to the meeting. The Constitution Committee has been considering the items which had been requested by the Regions. The proposal of Constitution and Rules Committees Chair to distribute the Rules amendments with the provisional Agenda 90 days before the GA was approved. So it will be enough time for Regions to discuss.
2) A Rules Committee report was presented to the meeting. Following the preparation and publication of the April 2023 Edition Rulebooks for all of the individual Disciplines, a draft of the April 2023 Combined Rules (HG, Rifle & SG) is currently being considered by the Committee. A draft of Combined Rules incorporating all six of the non-AA Disciplines is currently being prepared, together with another incorporating all three of the AA disciplines. Few matters are also being discussed by the Rules Committee and a full report will be provided to the next Executive Council.
3) MISIA Development plan was presented to the meeting. After the consideration by the Executive Council and Continental Council members, MISIA Handbook (Regulations) will be distributed to the Regional Directors for their consideration.
4) Match Ammo for the upcoming Level IV-V matches was discussed at the meeting. It is needed to find a solution on how to keep the match ammo prices available for the Athletes.
5) IPSC ESS update was given to the meeting. The testing will start in 3 Regions. ESS is a scoring and a Match registration System with the full results of the matches in all the IPSC Regions and a wide range of other different services.

Me gustaría compartir algunas noticias de la reciente reunión del Consejo Continental:
1) Se presentó a la reunión el informe del Comité de Constitución. La Comisión de Constitución ha estado examinando los puntos solicitados por las Regiones. La propuesta del Presidente de los Comités de Constitución y Reglamento de distribuir las enmiendas al Reglamento con la Agenda provisional 90 días antes de la Asamblea General fue aprobada. Por lo tanto, será tiempo suficiente para que las Regiones discutan.
2) Se presentó a la reunión el informe del Comité de Reglamento. Tras la preparación y publicación de los Reglamentos de la Edición de abril de 2023 para todas las disciplinas individuales, el Comité está considerando actualmente un borrador de las Reglas Combinadas de abril de 2023 (HG, Rifle y SG). Actualmente se está preparando un proyecto de Reglamento Combinado que incorpora las seis disciplinas no relacionadas con el AA, junto con otro que incorpora las tres disciplinas del AA. El Comité de Reglas también está examinando otros elementos y se presentará un informe al próximo Consejo Ejecutivo.
3) El plan de desarrollo de MISIA fue presentado en la reunión. Después de la consideración por el Consejo Ejecutivo y los miembros del Consejo Continental, el Manual de MISIA (Reglamento) se distribuirá a los Directores Regionales para su consideración.
4) La munición de oficial para las próximas competencias de Nivel IV-V se discutió en la reunión. Es necesario encontrar una solución sobre cómo mantener los precios de munición accesibles para los atletas.
5) La actualización del sistema IPSC ESS se entregó a la reunión. Las pruebas comenzarán en 3 Regiones. ESS es un sistema de puntuación y registro de competencias con los resultados completos en todas las Regiones IPSC y una amplia gama de otros servicios diferentes.
